The Pomerania Euroregion is the cross-border institution which plays an important role because of its geographical position. The idea of creating the Pomerania Euroregion appeared at the beginning of 1992 in response to the German concept in 1991 about creating so called "the Odra Region". It was later called "Stolpe's plan". The alternative proposal of the Polish side was formulated in spring in 1992 by the Voivodship Office in Szczecin and specified in a resolution of the Szczecin Provincial Legislative Authority in September the same year. During the period of 1992-1995 bilateral talks were being carried with the presence of Polish and German municipalities and quadrilateral talks with the presence of Swedish and Danish municipalities acting as observers. The Swedish and Danish sides did not show precise interests and aims besides ones connected with fishery and tourism. They generally declared the willingness to join the Euroregion only after a few years' observation of how it functions. The talks were prolonged because of the lack of agreement concerning procedures, statutes and technical issues. The difference in opinion referred mainly to the structure of the future euroregion.
The German side suggested bilateral structure with the contribution of:
- Municipalities from the Szczecin province area represented by the Self-Government,
- Cities and counties from a part of Brandenburg and Mecklenburg organized in the Union of Cities and Districts.
The Polish side suggested a quadrilateral structure with the following Euroregion's members:
- from the Polish side: Polish self-governments and local communities from West Pomerania understood as the Szczecin Voivodship covering 54 municipalities,
- from the German side: north-eastern part of Mecklemburg-Vorpommern and north-eastern part of Brandenburg,
- from the Danish side: the Isle of Bornholm and eastern Zeland,
- from the Swedish side: southern Skane.
The Polish side presented the idea of quadrilateral euroregion during the Conference of the Baltic States on Bornholm on the turn of November and December 1992. The shape of the Euroregion suggested by the Polish side was complex in character according to the logic of spatial, economic, communication and ecological structures.
While the talks were in progress, first euroregional structures were established:
- September 1992 - the establishment of Komunalgemeinschaft Europaregion Pomerania e.V. (The Communal Union "Europaregion Pomerania") with its head office in Löcknitz,
- 14 October 1993 - the establishment of Komunalny Związek Celowy Gmin Pomorza Zachodniego "Pomerania" (The Communal Purpose Union of West Pomeranian Municipalities " Pomerania");
- 11 February 1994 - a bilateral Agreement on cross-border cooperation was signed between the Communal Union "Europaregion Pomerania" ( Germany) and the Communal Purpose Union of West Pomeranian Municipalities "Pomerania'' ( Poland);
- 15 December 1995 - The Agreement on founding the Pomerania Euroregion was signed in the Castle of West Pomeranian Dukes in Szczecin
- 26 February 1998 - the Pomerania Euroregion was enlarged by inclusion of the third partner Skane ( Sweden),
- 29 February 2000 - the "Cross-border Concept of Development and Activity of the Euroregion Pomerania for the years 2000-2006" was signed.
At present the Pomerania Euroregion consists of three cross-border countries such as:
- Federal Republic of Germany,
- Kingdom of Sweden,
- Republic of Poland.
In the German part there are four counties (Landkreise), two cities from Mecklemburg-Vorpommern (Rügen, Nordvorpommern, Ostvorpommern, Uecker Randow, Stralsund and Greifswald) and two counties from Brandenburg (Uckermark and Barnim). They are all members of the Communal Union "Europaregion Pomerania". In the Swedish part there are 33 municipalities belonging to the Skane region, members of the Union of Skane Municipalities. At the Polish side there is the Association of Polish Municipalities in the Euroregion Pomerania. At present the majority of the cities and municipalities from the West Pomeranian Province are members of the Association. The Euroregion Pomerania covers the area of about 41 thousand sq. kilometers and is inhabited by over 3,4 million people. |
